Best place for lavender?
Best place for lavender is Valensole. You also have few places in Luberon, which is 2h away from Nice (exit Cavaillon on the highway). Popular places for lavender include Clarapèdes (near Bonnieux), Abbaye de Sénanque and Sault. Best time is usually between 15th of June and 15th of July. See Lavender map here.
Best time to visit?
The best time to visit Nice is in the shoulder season of September to October, or from mid-March to April when you can capitalize on the low room rates. You can take advantage of the Mediterranean weather all year-round, but average high temperatures range from the mid-50s in the winter to the low 80s in the summer, and the city sees sunny days more than half the year. However, despite the sun's warm rays, many recommend packing some extra layers of clothing, even in the summer, since winds sweeping north off the Mediterranean Sea can be slightly chilly.

Visit the French Riviera with a student budget?
The French Riviera isn't a cheap destination. The best compromise would be to find a budget hotel in the center of Nice, near the train station. You can get sandwiches, go to the public beach and visit Nice (and it's old part) as the tramway isn't expensive. You can also visit Antibes, Cannes and Monaco by train. If your budget enables it, you can rent a scooter. Some places like Èze, St Paul de Vence or Cap d'Antibes do not have any train station, so you will have more options.

Yes, there are plenty of options.
Day trip from Nice to a nearby island?
Lerins in Cannes and Porquerolles if you wake up early.
Better visit Nice, Cannes or Monaco ?
Depends on your taste. More cultural things to see in Nice but no sand beach there. You have a great nightlife / luxury retail shops in Cannes where the cruise to Lérins is also recommended. Monaco is generally very expensive but you have an amazing free lookout in Tête de Chien (la Turbie) and you are close to beautiful places like Roquebrune Cap Martin, Eze or St-Jean-Cap-Ferrat.

Coaraze, St Agnès, Gourdon. St-Paul-de-Vence and Mougins are also beautiful but more crowded.

In my sense, here are the top 4 beaches in the French Riviera:
1/ Pampelone in Ramatuelle

Best beaches in Cannes?
- Plage de la Croisette is very narrow but central and offers a view on the nice facades.
- Plage du Midi after the port is better if you want more space.
- If you are near the Palm Beach area, you can visit Bijou plage.
- Private beaches include @ecrinplagecannes, @carltoncannes beach club, @legraydalbioncannes, @martinezhotel.
- If you are fond of nature, you can go on Sainte Marguerite island (part of Lérins islands).
Best beaches in Antibes?
- Plage de la Gravette offers a nice view on the old ramparts of the town.
- Garoupe beach in Cap d'Antibes is quiet stunning, with prestigious establishements such as @plage.keller or le Rocher.
- If you are fond of nature, you have beautiful coves in Cap d'Antibes near villa Eilenroc and a charming little port called l'Olivette, between Eden Roc hotel and Juan-les-Pins.

Beach you can reach by public transportation from Nice?
You can take bus 81 or 100 and exit at Baie des Fourmis in Beaulieu-sur-Mer, next to the Royal Riviera Hotel. Once there, you can either stay in Beaulieu or walk towards St Jean Cap Ferrat, where you have beautiful beaches (Paloma, Anse des Fosssettes, Anse des Fossés…). Bus 100 ends in Menton, so you can also exit in Cap d'Ail and visit Mala Beach, which is one of the most beautiful beach out there.

Does Monaco have a dress code?
Monaco itself doesn't have a dress code but some places in Monaco do, just like any other city. Casinos: In the Monte Carlo Casino the dress code has loosened up. You do need to wear a jacket but you don't have to wear a full suit. The casino across the street has a much more open dress code.
How do you dress in St Tropez?
Opt for a lightweight cotton or linen dress in white or neutral shades for a feminine, timeless silhouette. If it's a little cooler, go for a black or white t-shirt tucked into your high-waisted Levi's.
